PULSE Foundation has launched a series of initiatives to evaluate existing policies and institutional practices in the field of domestic violence and gender-based violence, with the ultimate goal of their more effective upgrade, optimization, as well as to create tools for regular future use. To date, there is no such monitoring review in Bulgaria, and there are no sufficiently reliable and valid instruments measuring both applied - policies and institutional practices.
It is planned to create a monitoring methodology for evaluation of policies and institutional practices related to domestic violence and gender-based violence in Bulgaria; Evaluation and monitoring of the political, legal and institutional framework in Bulgaria; Make recommendations for the improvement of policies related to domestic violence and gender-based violence, as well as for periodic monitoring of these policies.

The project " Development of a monitoring methodology and conducting national monitoring of policies and institutional practices related to domestic violence and gender-based violence in Bulgaria" is implemented with financial support of EUR 99 000 provided by Iceland, Liechtenstein and Norway under the EEA Financial Mechanism.

Why is this project needed?
The topic of policies related to domestic violence and gender-based violence is relevant in the context of both Bulgarian and international reality and the national discussion on ratification of Council of Europe Convention 210, affirming European values of equality and equal rights. The main goal of the project is to evaluate existing policies and institutional practices in the field of domestic violence and gender-based violence, with the ultimate goal of their more effective upgrade, optimization, as well as to create tools for regular future use by relevant stakeholders, in the direction of political and social development. To date, there is no such monitoring review in Bulgaria, and there are no sufficiently reliable and valid instruments measuring both applied policies and institutional practices.
The project aims to purposefully and systematically assess the impact of public policies and institutional practices for the prevention of gender-based violence. It is planned to create a monitoring methodology for evaluation of policies and institutional practices related to domestic violence and gender-based violence in Bulgaria; Evaluation and monitoring of the political, legal and institutional framework in Bulgaria; Develop recommendations for the improvement of policies related to domestic violence and gender-based violence, as well as for periodic monitoring of these policies by stakeholders.
The goals and activities set out in this project are a continuation and upgrade of the activities of the PULSE Foundation, which implements prevention, rehabilitation programs and advocacy campaigns to protect the rights of people affected by violence. Although the institutions have been working actively in recent years towards equality and the protection of human rights, this has not yet been achieved. The reasons for this are economic, administrative, legal and cultural, which requires the development of various programs to provide accessible assistance and information about them. Gender-based violence is a phenomenon and accurate statistics are difficult to make. NOEMA statistics from 2001 show that every fourth Bulgarian woman is a victim of domestic violence. In fact, covert domestic violence and gender-based violence are much higher, and adolescents in our country are growing up in these conditions of insecurity and fear, with irreversible consequences.
