The project is funded under the Civil Engagement and Transparency Mechanism (CETM) within the Swiss–Bulgarian Cooperation Programme.
PULSE Foundation has signed a contract for the implementation of the project “Civic Voices: empowerment through participation, knowledge, and connection for more active citizens”, funded under the Civil Engagement and Transparency Mechanism. The project aims to strengthen civic engagement, awareness, and participation at the local level by creating sustainable mechanisms for inclusion, access to information, and effective dialogue with institutions. Through this project, PULSE Foundation places a strong focus on active citizen participation as a key factor for more open, accountable, and effective local governance.
Implementation period: 05.03.2026 – 02.06.2027
Total budget: 147,796.85 EUR
The project’s objectives will be achieved through sequential and interconnected activities:
Activity 1: Project management and coordination
Ensuring effective and transparent management through the introduction of clear mechanisms for coordination, monitoring, financial control, and risk management.
Activity 2: Communication and visibility
Developing and implementing a communication approach that includes work with local media and public events aimed at increasing citizens’ awareness and engagement.
Activity 3: Civic media and digital infrastructure
Creating accessible multimedia content (podcasts, videos, infographics) and developing an online platform for sharing civic voices, ideas, and resources.
Activity 4: Training and civic education
Conducting trainings aimed at developing skills for active participation, including interaction with institutions, participation in public consultations, and formulating civic positions.
Activity 5: Civic engagement and institutional access
Field work through a mobile team, creation of a civic advisory council, and joint development of recommendations for improving local policies and practices.
The project creates real conditions for citizens to participate in decision‑making processes and contributes to building a more open, engaged, and resilient local community.
